Scopus (via PennLib Proxy): very good citation search engine; BibTeX export; file download (needs subscription).
ISI Web of Knowledge (via PennLib Proxy): the classic; BibTeX export; file download (needs subscription).
CiteseerX: good citation search engine for scientific documents; BibTeX export; usually has links to publicly available PDF/PS files of the documents; also cached documents.
IEEEXplore: only for IEEE publications; BibTeX export; PDF file download if access via Penn Library Proxy (for conferences, use this link).
ACM Portal: only for ACM publications; BibTeX export; PDF file download if access via Penn Library Proxy.
ScienceDirect: of Elsevier; supports BibTeX citation export; PDF file download if access via Penn Library Proxy.
DBLP: Computer Science only (but many control and EE papers are also considered CS); BibTeX citation only (no other formats); no links to public files; can refine search results by authors, years, venues, fields..
