Computer Ethics - Freedom of Speech

How does the concept of "freedom of speech" hold up when applied to the world of computers? Is it legal (moral? ethical?) to post information on how to build a bomb on the internet? Should it be?

This question is being debated in Congress. They want to make a law that would ban placing such information on the internet. According to Sean Silverthorne of Ziff Davis Net, this law may be unconstitutiional.
